The discussion on international drug policy has now significantly shifted. Better, it has moved forward to new levels. People are not debating anymore whether current drug policy works. They accept it clearly does not. Instead I have heard over these last two days participants asking one single question: how to organise a new and more effective drug control system. And we have met here together to try and find some answers.
